MONTROSE REDEVELOPMENT AUTHORITY – JOB POSTING

Position: Manager (Final Title to Be Determined)

Overview

Montrose Redevelopment Authority (MRA) is seeking a full-time Manager to support and coordinate the administrative, operational, and project-related functions of itself and City of Houston Tax Increment Reinvestment Zone No. 27 (Zone). This position will work closely with the Board of Directors, committee chairs, consultants, and the City of Houston (as well as constituents as directed). The job title for this role will be determined with the employee.

Ideal Candidate Qualifications

  • Strong administrative and organizational skills are essential.
  • Ability to manage multiple deadlines and work with a wide range of public and private sector partners, including board members, consultants, developers, and civic groups is necessary.
  • Excellent written communication and correspondence management is an asset.
  • Experience in city government or prior work involving City Hall, Management Districts, Redevelopment Authorities, Improvement Districts, or the like is preferred. 
  • Background in economic development, housing, community development, urban development, or public-sector project management is an asset.
  • Understanding and experience with the Texas Open Meetings Act (TOMA) and Texas Public Information Act (TPIA) is an asset.

Key Responsibilities

Administration & Communications

  • Manage all MRA email accounts: create, maintain, monitor, and respond to inquiries.
  • Coordinate responses to residents, stakeholders, and partner organizations.
  • Maintain all MRA contact lists and master calendars, including civic association contacts.
  • Manage the MRA’s shared drive and organize all files, reports, and project documents.
  • Coordinate with communications consultants, assist with public engagement outreach including managing vendors for printed and electronic communications

Board, Committee & Meeting Support

  • Coordinate with each committee and provide staff support to committee chairs.
  • Attend all committee meetings and prepare committee agendas, meeting packets, and follow-up materials.
  • Secure meeting locations and ensure TOMA compliance for public hearings and public meetings, and all regular board and committee meetings.
  • Prepare and finalize committee reports.
  • Schedule and attend all monthly Board of Directors meetings, coordinate with meeting location and post meeting notices if requested.

Project & City Coordination

  • Work with Board members, consultants, and the City of Houston to assist in developing TIRZ project plans, financing plans, and implementing projects.
  • Coordinate with developers pursuing reimbursement agreements, as directed.
  • Serve as the primary point of contact for constituents to contact the MRA.
  • Coordinate with the City of Houston on project requests, committee-related inquiries, and general project flow and timelines.
  • Coordinate with the City of Houston on the annual budget and CIP template, ensuring all required information is completed and submitted.
  • Review City of Houston platting and permit reports for the Montrose area and relay relevant updates to the Board and consultants.  Monitor Zone real estate transactions, proposed development, and market activity.
  • Support the Board Chair and Directors with miscellaneous tasks as assigned.

Planning, Reporting & Compliance

  • Manage and update the Zone’s Capital Improvement Project (CIP) list and annual budget.
  • Coordinate with Zone consultants to prepare and submit required status reports to HGAC, the City of Houston, and the Board of Directors.
  • Track project milestones, consultant progress, and ongoing development activity within the Zone.
  • Ensure maintenance of zone/authority certifications
